1-17-2012 Guru Historian I have explained...how this process has been going on for years. It has been going forward and making big changes. What appear to be delays to those on the outside are not delays but normal problem solving. Mechanics are "done", all in place. IMO just just waiting for the word to go. Those giving the word are running through riskscenarios and debating arguments from those who still want "just one more thing" to be part of this. That is how it always is.
