The GOI can not control the CBI……….I believe the CBI needs to have HCL and Erbil done so they know how to regulate the currency……If their is a division where Kurdistan becomes its own state they will have their own finances….. Once the Ministers are seated and HCL /Erbil are implimented then an immediate RV could take place……Impossible to do before hand !!
