US, Iraq Sign Agreement to Improve Access to Justice

On October 4, 2012, the United States government, through the U.S. Agency for International Development (USAID), signed a memorandum of understanding (MOU) with Iraq's Council of Representatives (COR) to launch a joint program to improve access to the Iraqi legal system for vulnerable and disadvantaged populations.

The signing ceremony was attended by Chairman of the Council's Human Rights Committee Dr. Saleem Abdullah Al-Jabouri, and USAID Mission Director Thomas Staal.

"This MOU is another positive step taken by the COR to improve the lives of Iraqi citizens, including those who are most vulnerable" says Thomas Staal, USAID/Iraq Mission Director.

The agreement is part of USAID's Access to Justice Project that seeks to raise public awareness of the legal protections available to Iraq's vulnerable populations, including people with disabilities, widows, orphans, and children; develop laws and regulations to protect these groups; and engage non-governmental organizations, civil society and Iraqi citizens in the legislative process.
